Huitt-Zollars is excited to announce the addition of Rick Belden, P.E., to our transportation team as a Vice President in our Denver office. Rick will initially oversee highway transportation projects across Colorado and Oklahoma, with plans to expand into New Mexico, Arizona, and Washington, while also supporting business development efforts across all our geographic markets. He brings 29 years of experience in planning, design, and program management of transportation facilities, including highways, toll roads, airports, and urban roads.
Rick’s achievements include leading the roadway and highway design teams on large-scale infrastructure projects across North America, such as the I-17 Flex Lanes in Arizona, the I-20/I-26 Interchanges in South Carolina, and the SH-509 to I-5 Connection in Washington. He has extensive expertise in Alternative Delivery methods, including Design-Build and Progressive Design-Build, developed through hands-on experience with Kiewit Infrastructure Engineers on major projects across the U.S. and Canada. Rick also managed and designed state highways for the Oklahoma Department of Transportation and led rail infrastructure projects for the Port of Catoosa.
In addition to his project leadership, Rick excels in business development, strategic growth, and fostering collaboration across multi-disciplinary teams. He is skilled in pursuit strategy, proposal development, and early-stage project planning, driving successful outcomes in competitive procurement environments. Rick is actively involved in professional associations and has a strong understanding of engineering and construction coordination, emphasizing early engagement with contractors and estimators to optimize designs, reduce costs, and streamline schedules.
Rick earned his Bachelor of Science in Civil Engineering from the University of Oklahoma and is a registered Professional Engineer in Colorado, Kansas, and Oklahoma. He is committed to delivering innovative solutions and maximizing project value in complex transportation and infrastructure environments.
